الفكر السياسي الإسلامي بين قيمة العدل وبنية الدولة
Islamic Political Thought between Justice Value and the State Structure

 الملخص
 
تناقش هذه الورقة العلاقة بين بنية الدولة وتطبيق العدالة في المجتمعات الإسلامية.ولأن لتحول من نظام الخلافة الراشدة إلى نظام الحكم الملكي الوراثي، ابتداء من زمن الخلافة الأموية، قد جعل قضية العدل الاجتماعي ملحة للغاية، فإن السؤال الرئيس الذي دارت حوله النقاشات: هل هناك علاقة بين بنية الدولة وتحقيق العدل الاجتماعي؟ هذا ما تحاول هذه الورقة الإجابة عنه من خلال استعراض العلاقة بين السلطتين الدينية والسياسية في فترات التاريخ الإسلامي الرئيسة.
وبناء على هذه العلاقات وعلى الإنتاج الفكري الذي عرف " بتراث الفكر السياسي الإسلامي”، خلصت الورقة إلى أن بنية الدولة الإسلامية التراثية لم تضمن تطبيق العدل. وفي ضوء هذه الفكرة يمكن أيضا استخلاص أن الفكر السياسي الإسلامي المستعمل اليوم في سياق " الربيع العربي” لا يدعم تطلعات بناء الدولة الحديثة التي تضمن العدالة فضلا عن جملة من الحقوق السياسية والثقافية والاجتماعية
.

Abstract

The paper discusses the relationship between state structure and the implementing of justice in the Islamic society. The shift from caliphate system to the system of royal system starting from the Umayyad Dynasty (41-132 AH / 661-750 AD) made the issue of social justice highly urgent. The main question discussed was : Is there a relationship between state structure and achieving social justice? To answer this question the paper reviews the relationship between religious authorities and political authorities in the main periods of Islamic history. Based on these relations as well as the intellectual product known as the "Heritage of Islamic Political Thought”, we concluded that the classical structure of Islamic state didn’t assure the implementing of justice. In light of the forgoing idea we could also conclude that the political islamic thought used today in context of "Arab spring” does not support the aspirations of building a modern state that assures the implementing of justice as well as variety of social, cultural and political rights.
